2. Introduction of Committee Members and Staff
Introduced the Citizens Advisory Committee (CAC) members and City Staff to the public.
3. Election of an Interim Chair and Vice-Chair of the Commission
- Ms. Jacqueline Flin elected as Interim Chair
- Ms. Gina Fromer elected as Interim Vice Chair

4. Adoption of Rules and Regulations
- Ms. Alicia Cabrera, City Attorney, the Rules and Regulations are only up for discussion. Will need a 10 day posting period for the public before adoption as well as approval by the City Administrator.

5. Presentation of Ordinance No. 157-13 – Bayview Hunters Point Citizens Advisory Committee

6. The Planning Department will Present on current projects within Zone 2 subject to CAC review
- Ms. Danielle Harris, Planner for Southeast Quadrant, presented documents, Bayview Hunters Point Citizen Advisory Committee (CAC) Project Information Notice, Preliminary Project Assessment, Neighborhood Notification, Dwelling Unit Removal, Conditional Use Authorization
- Mr. Theodore Miller, have any of these projects been made public?
- Ms. Harris, under environmental review, so has not been made public yet.
- Mr. Hamman, What is the process of project notification?
- Ms. Harris, Planning is to notify the CAC on projects subject for the CAC’s review and the CAC has 30 days to request presentation from applicant. The applicant can request a presentation date, that presentation has to take place 60 days prior to planning decision, be approval or planning commission. The CAC then have 30 days to provide comment to Planning Department and applicant. If it goes before the Planning Commission it needs to be included in the case report and the CAC can provide their own presentation at the Planning Commission, if the CAC wishes.
- Mr. Hamman, Discretionary Review Request before the Planning Commission (DR) fee waved?
- Ms. Rollins; we need to figure out how to structure ourselves as CAC, and our administrative duties.
- Ms. Miriam Montesinos, suggests that the CAC members let the Chair about interested projects, the Chair will contact the Planning staff and Planning will provide more information.
- Ms. Harris, Planning will notify you on the project and it’s up to the applicant to provide more information on the project
- Ms. Montesinos, decide the next step about asking the applicant the next step.
- Mr. Hamman, would like a 5 day polling process.
- Ms. Cabrera, City Attorney, Sunshine & Brown Act apply to public meetings. Be careful not to create a situation outside of the Public’s view. The CAC as a body need to come together if they want the project applicant to come and present. Listserv and email can have a potential of creating a public Meeting. Anything over 2 people meeting can be an illegal meeting.
- Ms. Fromer, not comfortable voting on anything she haven’t reviewed.
- Mr. Chris Mooney, since time is urgency, move to request on 1828 Egbert Ave, 320, 350, 400 Paul Ave.
- Mr. Hamman would like to ask DPW Quint Jerrold Connector Road Project.
- Ms. Cabrera, City Attorney, no action can be taken for this Agenda item, as it is only for discussion.
- Ms. Fromer, will make request on these projects in April.
- Ms. Montesinos, wanted to clarify if this counts as a 30 day period has started on these projects?
- Ms. Cabrea, City Attorney, citing 5.71 Sub-Section (e). Since this is a presentation and the project needs to be given in writing to the CAC to qualify as the 30 day notice. The body then decides as a whole if the project needs to have a presentation.
- Ms. Patton, need clarity on how to proceed before we can move forward in these projects.
- Mr. Hamman, would like the Planner most knowledgeable of the projects in the pipeline, show up to the meetings to talk about the projects to avoid unnecessary presentations.
- Mr. Mooney, process is confusing, getting information on the 3 projects. Requests the Chair to speak with the planning for more information.
- Ms. Patton, need to determine the legality of the 30 day rule, functions of chair and vice chair, staff support. Not comfortable with starting any formal action until we are clear with our ability.
- Ms. Fromer, would like to move forward in talking about the agenda items that was set; the chair, vice chair, rules & regulations, agendas. Would like to put the projects onto next meeting if the CAC would like to move forward about it.
- Mr. Miller, can you give history of projects present to the public to not duplicate work?
- Ms. Harris, not sure of the extent of the projects that were given public notice.
- Ms. Montesinos, Planning will distribute the written notification to the CAC, and the CAC will meet as a body to talk about it. How does Planning distribute it to the CAC?
- Mr. Jermain Jones, suggests that Planning to send item to Tim Ho, and Mr. Ho will forward to the CAC.
- Ms. Cabrera, City Attorney, would advise communicating through Mr. Ho, to avoid creating a public meeting.
- Ms. Former, Planning Department please be more prepared.
- Ms. Patton, can Planning summarize requests that the CAC has made?
- Ms. Harris, will put each of the project today into the form and email form to Mr. Ho and will disburse it to the CAC. Planning Department is responsible for notifying. Applicants would have better information.
- Mr. Miller, if we have additional question on particular projects will we have access to that?
- Ms. Harris, yes all information will be available at the Planning Department.
- Ms. Flin, do we need to be a CAC body to request for more information?
- Ms Harris, typically any citizen can request information about any particular project.
- Mr. Hamman, the information form include the planners most knowledge about the project in the form.
- Ms. Fromer, if I have questions as individual who would we send them to?
- Ms. Cabrera, City Attorney, the CAC as a body would notify the project sponsor to get more information. Typically, the CAC can ask the Chair to get information. It’s up to the CAC to decide.
- Mr. Miller, wants to be as efficient as possible. Happy to through to chair or through Mr. Ho.
- Ms. Montesinos, so each of us as individuals can look at project? If someone wants to see more on the file, can go through planning directly?
- Ms. Cabrera, City Attorney, that is correct.
- Mr. Daynas Corman, want to spend some time reviewing some of the information handed out by Planning.
- Ms. Patton, would like to move forward and we can amend if we need to.

- Dr. Jackson; what is this CAC formed under as. Concerned about phase 2 Hunters Point Shipyard
- Mr. Dan Dodt, this is specifically for Bayview Hunters point Redevelopment Plan for Zone 2, not Phase 2 Hunters Point Shipyard.

- Dr. Dodt, appreciates the CAC for their work.
8. Committee Members’ Proposed Future Agenda Items
- Mr. Hamman, would like to know staff resources available to the CAC, adding or changing the name of the CAC.
- Ms. Cabrera, City Attorney, a name change would require an Ordinance change and need to be before the Board of Supervisors
- Ms. Fromer, request on items that was deferred to next meeting

- Mr. Jeffrey Speirs, Planner, Formula Retail Study Focus Group
- Ms. Flin, annual fundraiser for A Philip Randolph Institute San Francisco, April 25th this year
- Mr. Mooney, how can we support each other if we can’t meet?
- Ms. Cabrera, City Attorney, you can attend social gatherings but cannot congregate with more than 2 people, and refrain from talking about BCHP CAC related items.
- Mr. Dodt, planning to include approval SUD; change
- Ms. Fromer, not to discuss if it’s not on the agenda
- Mr. Hamman, would like discuss areas of jurisdiction of area be included.
- Ms. Cabrera, City Attorney, would fit in the next agenda, area of jurisdiction.
