4. Adoption of Rules and Regulations
- Motion to adopt Rules and Regulations (M. Hamman) and seconded (G. Fromer) with amendment of Wednesday meetings instead of Thursday meetings. – Approved 9-0

5. Delegation of Authority
- The CAC has delegated its role to request presentations from project sponsors to the City Administrator’s Office. Motioned (C. Mooney) and seconded (M. Hamman). – Approved 9-0

6. Referrals on Projects from Planning Department

1208 and 1212 EGBERT AVENUE – north side, between Ingalls and Hawes Streets; Lot 003 in Assessor’s Block 4909 – Building Permit Applications subject to P.C. Sec. 311 proposal is to subdivide existing Lot 003 into two separate lots to develop two new single-family dwellings (one per parcel). The subject property is located within the RH-1 (Single-Family Residential) Zoning District and 40-X Height and Bulk District.

2159 QUESADA AVENUE - south side, between Industrial and Rankin Street; Lot 035 in Assessor’s Block 5334 – Building Permit Application subject to P.C. Sec. 311 proposal is to construct a new two-story rear addition to an existing residential structure. The subject property is located within a RH-1 (Residential-House, One-Family) Zoning District and 40-X Height and Bulk District.

320-400 PAUL AVENUE – north side, between Wheat and Gould Street; Lot 015 in Assessor’s Block 5431A – Request for a Conditional Use Authorization. Proposal is to demolition of rear industrial building (400 Paul Ave); retention and rehabilitation of two existing buildings (320 and 350 Paul Avenue); and, new construction of two-story data center. The subject property is located within PDR-2 (Production Distribution and Repair) Zoning District and 65-J Height and Bulk District.

- Motioned to request presentation (J. Rollins) and seconded (G. Fromer). Approved 9-0

- Presentation by Cambay Group on 320- 400 Paul Ave.

- CAC Comments
C. Mooney, voiced concerns of having a Data Center Farm being placed in the neighborhood and concerns about follow through of commitments made by 400 Paul Ave on keeping it environmentally sound. Also voiced concerns on cumulative particulates that this center may add to environmental and Public Health issues.
M. Hamman, voiced the need of a community of balance, not just homes but jobs also. The Project did a good job of addressing environmental issues.
D. Corman, expressed in favor of the data center, can’t imagine anything cleaner.
J. Jones, expressed the project did great job in making the project environmentally sound.
M. Montesinos, all environmental study has to look at the cumulative impact from 2035-2050, projecting the growth. If it were to have any major impact it would’ve been rejected.
D. Corman, these data centers also offer good jobs that can add to spending in the community.

- Public Comment
James Bryant, wanted to remind that the Mirant Power Plant was almost replaced but was defeated because of undiscovered particulates.
Marcos Jones, natural gas was what the Mirant Power Plant would use that would cause those unknown particulates.
Dan Dodt, voiced concerns about environment impact.

1893 OAKDALE AVENUE – south side, between Quint and Dunshee Streets; Lot 015 in Assessor’s Block 5320 – Building Permit Applications subject to P.C. Sec. 311 proposal is to construct a new four-story, no basement, single-family residence. The subject property is located within the RH-2 (Residential-House, Two-Family) Zoning District and 40-X Height and Bulk District.

1752 OAKDALE AVENUE – north side, between Phelps and Newhall Streets; Lot 014 in Assessor’s Block 5312 – Building Permit Application No. 2013.02.14.0247 subject to P.C. Sec. 311 proposal is to construct a new four-story, two-family residential structure on a vacant lot. The subject property is located within a RH-2 (Residential-House, Two-Family) Zoning District and 40-X Height and Bulk District.

1748 OAKDALE AVENUE - north side, between Phelps and Newhall Streets; Lot 013 in Assessor’s Block 5312 – Building Permit Application No. 2013.06.25.0390 subject to P.C. Sec. 311 proposal is to legalize the demolition of an abandoned, historic, single-family residential structure and legalize the construction of a new two-story over basement, two-family residential structure. The project requires an Environmental Evaluation due to the demolition of a known historic structure. The project is Enforcement Case ID 12395 for Building Enlargement Without Permit and had a stop work order issued March 27, 2013. The subject property is located within a RH-2 (Residential-House, Two-Family) Zoning District and 40-X Height and Bulk District.

900 MARIN STREET – south side, between Illinois and Michigan Street; Lot 003 in Assessor’s Block 4356 - Request for a Variance subject to P.C Sec. 151 Proposed is a change of use from warehouse to assembly/recreation building With a Variance request to the parking requirement. The subject property is located within a PDR-2 (Core Production, distribution, and Repair) Zoning District and 80-E Height and Bulk District.

Dan Dodt, not for or against the project, but like to point out that it’s a project with varying uses.

241-61 LOOMIS STREET – south side, between Industrial and Oakdale Streets; Lot 014 In Assessor’s Block 5583 – Request for a Zoning Map Change Proposal to change zoning map to include subject property within the Bayshore Blvd SUD. The subject property is located within a PDR-2 (Core Production, Distribution, and Repair) Zoning District and 65-J Height and Bulk District.

- Motion to continue without presentation (M.Hamman) and seconded (D. Corman). – Approved 9-0

7. Committee Members’ Proposed Future Agenda Items
M. Hamman, discussion on time limits on presentations.
J. Rollins, would also like to discuss presentation time limit and format.

8. Committee Members’ Comments and Announcements
M. Hamman, would like to move comments to the front of the agenda and provide water for the meeting.
T. Goines, 3rd on Third is happening on 3rd week of the month.
M. Montesinos, need to add attendance as an agenda item on CAC meetings.

9. Next Meeting Schedule
The next regularly scheduled meeting is June 18, 2014.
