6. Quint Street Project Presentation
In collaboration with Caltrain, the San Francisco County Transportation Authority (SFCTA) is currently presenting updates to the Bayview community on two key infrastructure improvement projects proposed for Quint Street, the Quint Street Bridge replacement and Quint-Jerrold Connector Road.

M. Hamman, had concerns of how long the project will take to build the road.
J. Rollins, has concerns about the environmental review been cleared.
T. Miller, want to make sure that the local community would have priority in hiring.
E. Patton, wants to reiterate the importance of local hiring.

- Public Comment
Roland Leburn, has concerns about the viability of the Caltrain Station and how this Project can affect it.
Dr. Espanola Jackson, wants to make sure comments are heard by the Bayview community.

7. Referrals on Projects from Planning Department
6600 3rd STREET – north side, between Meade and Le Conte Avenue; Lot 009 in Assessor’s Block 5476-Request for a Conditional Use Authorization to allow a modification to Planning Code regulations related to Height measurements for a recently constructed 73-Unit 100% Affordable housing. Project previously approved pursuant to a CU for a Planned Unit Development involving a height measurement modification Reference (Case# 2008.1110CTZ). The subject property is located within a RM-1 (Residential Mixed, Low Density) Zoning District and 40-X Height and Bulk District.

- CAC Comments
M. Hamman, don’t need a presentation but it is a concern of how it went 4 feet higher than its planned height.
J. Rollins, it is a concern and need to addressed.
T. Miller, want to make sure the committee stay on point of changing the height measuring point.
Michael Simmons, Project Sponsor of 6600 3rd St, the building is not bigger, but had to shift the site for ADA purposes. This was a mistake that the architect had made and had found out too late. Was not done intentionally, and has no benefit to increasing the building by 4 feet.
M. Hamman, not to build first and ask for permission later. Can we invite the Building Department to talk about this?
M. Montesinos, can we add comments of the discrepancy of the height limit?
J. Rollins, want to state that the Building Department
E. Patton, also don’t want to set a prescient to this community. Want to note that the community can contact the project sponsor to learn more about the projects being built in the neighborhood.

Danielle Harris, Planning Department, if you would like to submit comments you can submit it to the Planner assigned as well as going to Planning Commission meetings to voice your concerns.

1155 INGERSON AVENUE – north side between 3rd and Jennings Street; Lot 026 in Assessor’s Block 4968-Building Permit Applications subject to P.C. Sec. 311 Proposed a horizontal addition at North West of property Addition of approximately 200 square feet. Front street, new living room. The subject property is located within a RH-1 (Residential-House, One-Family) Zoning District and 40-X Height and Bulk District.

2401 KEITH STREET – north side between Armstrong and Bancroft Avenue; Lot 016 in Assessor’s Block 4849-Request for a Variance Proposal is an Addition to existing Southeast Health Center. Total addition is approximately 28,000 square feet, three story building which will house a facility for behavioral health service. Addition will not exceed height and bulk limitations. The subject property is located within a P (Public) Zoning District and 40-X Height and Bulk District.

- The CAC would like 2401 Keith St Project to present on their project. Was motioned (M. Hamman) and seconded (J. Rollins) – Approved 6-0.

- 1893 OAKDALE AVENUE – south side, between Quint and Dunshee Streets; Lot 015 in Assessor’s Block 5320 – Building Permit Applications subject to P.C. Sec. 311 proposal is to construct a new four-story, no basement, single-family residence. The subject property is located within the RH-2 (Residential-House, Two-Family) Zoning District and 40-X Height and Bulk District.

o Jeffrey Chow, project sponsor for 1893 Oakdale and 1748 Oakdale was unable to make it to the CAC meeting and therefore had not presented his project.

- 1748 OAKDALE AVENUE - north side, between Phelps and Newhall Streets; Lot 013 in Assessor’s Block 5312 – Building Permit Application No. 2013.06.25.0390 subject to P.C. Sec. 311 proposal is to legalize the demolition of an abandoned, historic, single-family residential structure and legalize the construction of a new two-story over basement, two-family residential structure. The project requires an Environmental Evaluation due to the demolition of a known historic structure. The project is Enforcement Case ID 12395 for Building Enlargement Without Permit and had a stop work order issued March 27, 2013. The subject property is located within a RH-2 (Residential-House, Two-Family) Zoning District and 40-X Height and Bulk District.

- 900 MARIN STREET – south side, between Illinois and Michigan Street; Lot 003 in Assessor’s Block 4356 - Request for a Variance subject to P.C Sec. 151 Proposed is a change of use from warehouse to assembly/recreation building With a Variance request to the parking requirement. The subject property is located within a PDR-2 (Core Production, distribution, and Repair) Zoning District and 80-E Height and Bulk District.

o CAC Comments
M. Montesinos, think it’s a great project and can bring a lot to the neighborhood.
M. Hamman, generally supportive of this project, but have concerns of the change of use that could take away “blue collar” jobs.
T. Miller, sounds like a fantastic project, want to encourage the diverse range of the community that can participate in this space.
M. Montesinos, has concerns about parking availability. Encourages looking more in-depth into this issue.

10. Committee Members’ Proposed Future Agenda Items
M. Hamman, would like to have a presentation by the Public Utilities Commission (PUC) on the new sewage plant changes.
M. Montesinos, wanted to have a change from approval of absences to an acknowledgement of absences
E. Patton, wants to know about 2200 Jennings.
D. Corman, would like to have a discussion on the criteria of presentations (time limits).
J. Rollins, would like to establish a timekeeper as part of the meeting, presentations, public comment.

- Public Comment
Dr. Jackson, should contact the PUC about the date and time of the community meeting of the sewage plants.

The next regularly scheduled meeting is August 20, 2014.
