REPORTS
 
                        1.         STAFF REPORT AND ANNOUNCEMENTS
 
Mark Luellen, Preservation Coordinator:            
i        The Landmark Designation for 1601 Larkin Street was heard by the Planning Commission on September 20th. The Planning Commission voted unanimously to recommended landmarking 1601 Larkin Street and will now forward the designation to the Board of Supervisors. 
i        The Board will be receiving a resolution initiating the designation of 690 Market Street (the Chronicle building) as a landmark and urging expedited consideration of the building's landmark status as well as a Mills Act contract associated with the buildings rehabilitation and restoration.  This project was presented to the Landmark Board a few years ago but was not approved by the Board at that time.  The project sponsors are now resending at the request of Supervisor Peskin.
 
                        2.         PRESIDENT'S REPORT AND ANNOUNCEMENTS
            None at this time. 
 
                       3.         MATTERS OF THE BOARD

                                                                                                            He requested to agendize resolutions honoring Charles Chase (Director, S.F. Heritage) and Neil Hart (Chief of NP, Planning Department) on their retirement.   He requested staff to research the sculptures that were installed at the First Congregational Church (491 Post St. – Landmark # 177)
Damkroger
                                                            She informed the Landmarks Board that the Planning Commission voted unanimous to recommend the landmark designation of 1601 Larkin Street to the Board of Supervisors.
                                                                       
Street
            She stated that she will research where the origin of the graffiti clause having to do with immediate removal and will draft a letter to the Mayor's office and/or the originator of the graffiti clause regarding her concern that graffiti may need to wait for removal from certain surfaces on historic resources. She requested to agendize approval of the draft graffiti letter.   She requested an update to her question regarding appealing a categorical exemption.  She asked if the planning department would know how many buildings survive from period 1880 to the earthquake.   Does the Planning Department request environment review that will protect earthquake shacks?

            She provided the Board with a confidential letter answering their question regarding appealing a categorical exemption.
Mark Luellen, Preservation Coordinator
            He responded to Board Member Street's question regarding earthquake shacks:  Earthquake shacks are considered to be historic resources if they retain integrity.
            In response to Board Member Cherny's request regarding the First Congregational Church:  The Academy of Art has been notified that they are in violation of the planning code.  The project sponsor needs to apply to legalize the sculptures.  Once a notice of violation has been issued no other building permits can be issued on the property until their violation has been cleared.

55 LAGUNA STREET, San Francisco Normal School / San Francisco State Teacher's College, on two blocks bound by Laguna, Haight, Buchanan, and Hermann Streets. Assessor's Block 0857, Lots 001 and 001a and Assessor's Block 0870, Lots 001, 002, and 003 - Request for Review and Comment to nominate the site to the National Register of Historic Places as part of San Francisco's role as a Certified Local Government.  The campus is rated 3 in the Planning Department's Citywide Architectural Survey of 1976.  The site is zoned P (Public Use) District and is in a 40-X Height and Bulk District.

            Board Comments
The Landmarks Preservation Advisory Board recommends the nomination of 55 Laguna Street site to the National Register of Historic Places under criterion A. The nomination is being recommended under criterion A (for its history) but the Board believes that the nomination might also qualify under criterion B (for its association with Frederic Lister Burk as the founding President of San Francisco State Normal School) or criterion C (for its association as an example of Spanish Colonial Revival). As future research is conducted the Board believes that there may be additional areas of significance. A Board member requested clarification regarding the distinction between  designating the buildings as a site or a district? A Board member asked if the Landmarks Board was bound to uphold the decision of the Board of Supervisors.   The Landmarks Advisory Board at its regular meeting of April 18, 2007 recommended this site to the Planning Commission for landmark status for its contributing features.

It was moved by Board Member Damkroger (seconded by Martinez) to recommend the nomination of 55 Laguna Street to the National Register of Historic Places under criterion A. Assessor's Block 0719, Lot 002 – Request for a Certificate of Appropriateness to install carport bays on the roof for the purpose of supporting solar panel arrays.  The Earle C. Anthony Packard Showroom is designated San Francisco Landmark No. 153 and is listed as contributory in the Van Ness Avenue Area Plan; it is zoned RC-4 (Residential Commercial) District and is in a 130-V Height and Bulk District.

It was moved by Board Member Martinez (seconded by Hasz) to approve the request for a Certificate of Appropriateness with the condition that the designer work with planning staff to improve the appearance of the structure.  The motion passed 5-1.

236 MONTEREY BOULEVARD, "SUNNYSIDE CONSERVATORY", Assessor's Block 6770; Lot 057. The subject property is local San Francisco Landmark Number 78, and is located within an RH-2 (Residential, House, Two-family) District with a 40-X Height and Bulk limit.  The proposal is a request for a Certificate of Appropriateness for demolition as defined by Article 10 of the Planning Code and to improve access to the site.  Work also includes providing a new retaining wall and fence along Monterey Boulevard, new gathering areas within the public park space, new service areas, restrooms, and event preparation within the existing storage area, and new ramps and railings in a reconfigured entry area. 
Preliminary Recommendation: Approval with Conditions.
